As per the Constitution, the President with the recommendation of the Prime Minister creates the Ministries and Departments of the Government of India. The business of the Government of India is transacted by the Ministries and its departments, secretariats and offices as per the distribution of subjects specified in these rules. The President assigns Ministries to the Minister on the advice of the Prime Minister. Each department is under the charge of a Secretary who assists the Minister on policy matters and general administration.
